That's not how it works. In certain stores there are goods for which VAT is refunded. In such stores, a special form is issued (along with a check). This form is then presented at the airport and a certain amount (small, from 4 to 7 percent) is returned there.

It depends on whether a particular store draws up taxfree. Almost everyone respectable does it. Nike has issued, a unique is also issued, but with a purchase of 2000 or more.
