The Tinkoff Union Pay card is working. True, it is not accepted everywhere. You can withdraw cash baht from it from a dollar account at an ATM, but the commission for any withdrawal is 220 baht. I read that in a bank you can withdraw money from a card without a commission, I came to Bangkok Bank, so they cannot withdraw money from a debit card, only from a credit card. In krungsri and sbc banks, they do not work with union pay at all. It seems like baht can be withdrawn from a ruble account with union pay, only there will be a double conversion - first rubles into dollars, then into baht. At some unfavorable rate (judging by the articles from the Internet). It's easier to withdraw from a dollar account.

1) Depends on the bank. It is better to have a cache stock in any way. 2) Union Pay works. It probably doesn't matter where to withdraw, as long as the local bank doesn't ask for a commission.
