I'm going to Pattaya from Bankok by taxi, the taxi driver additionally requested 400 bad for some kind of highway, is this a scam?

If you are coming from the airport, the one-way price is 105 baht. If with the BPC, then there are still a lot of paid people on the BPC, another hundred can easily run in. 400 runs only if you count both ways, one way is unlikely.

It may be that they drive along the toll road bypassing traffic jams. But 400 is a bit expensive.
