It is best if you get both boarding passes at once (for the flight from India), although there are counters in the connecting area. The problem may arise if, for example, the airline changes the flight. It was like this for me: there was a Delhi-Phuket flight, and 3 days before departure, they changed it to Delhi-Mumbai-Phuket. Accordingly, it is impossible to get to Mumbai on a domestic flight without a visa, I had to issue a refund for this flight and buy another direct ticket from Delhi.
