The problem may arise if, for example, the airline changes the flight. It was like this for me: there was a Delhi-Phuket flight, and 3 days before departure, they changed it to Delhi-Mumbai-Phuket. Accordingly, it is impossible to get to Mumbai on a domestic flight without a visa, I had to issue a refund for this flight and buy another direct ticket from Delhi.
