It depends on what you compare. In macro-type stores, prices seem to be the same. Markets are cheaper. Housing in Pattaya is cheaper in general, but on Koh Samui for 33 we had a two-story house in which there was EVERYTHING. In Pattaya, housing is more modest and filling. Even for the Internet, most often you need to pay separately. But Koh Samui is generally boring.
