And from a Thai card, can I transfer baht to a Russian card, so that rubles would come?

From a Thai account, you can send SWIFT to the country where SWIFT operates. There are several banks left in the Russian Federation that will accept a SWIFT transfer. Most likely the transfer will be in foreign currency, in the dollar.

Most likely, yes, but the internal conversion will most likely be through the dollar and the exchange rate will not be very profitable (and in general, it depends on the specific bank who accepts)
