Tell me, please, when flying by Aeroflot without luggage, hand luggage of 10 kg (small suitcase) + a bag up to 5 kg per person is allowed?

According to the rules, yes, hand luggage up to 10 kg and a backpack or bag up to 5.

On April 5, we flew by Aeroflot to Vladivostok. Everyone had so much carry-on luggage that they barely fit on the shelves on the plane. No one really checked at check-in.
