The penalty is not 10, but UP to 10. In practice - from 500 to 1500 baht. There were no precedents for impound parking yet. The main risk is an accident. I also want to take a scooter without a license, and the guide intimidated us on the bus that the end of the world is fines for 10k baht of the impound lot, I strained a lot.
