The power of attorney is certified at the consulate. Where exactly will the court be - in the Russian Federation, in Thailand? If you need a power of attorney for the Russian Federation - then it is made at the consulate for Russian and has the same legal force as a power of attorney certified by an ordinary notary in the Russian Federation. If you need a power of attorney for Thais - then it must be done at a Thai notary in Thai - but in the Russian Federation it will be useless.
