I'm going to Tai in February, I plan to stay for 3 months with the help of a border (45 + 45). Is it possible to apply for a Schengen visa and a US visa in Bangkok?

Schengen is not. USA - theoretically, yes (there is no ban), but with nuances.

Schengen is definitely not possible by stamp / tourist. And I won't tell you about the United States. They generally have special conditions, including an interview. In many countries, U.S. visas and tour visas are accepted.
