What is the norm for the carriage of a fruit basket on a flight from Phuket to Moscow? Azur air.

We flew away on 12.03 Azur. Only small baskets were allowed, medium and large ones were forced to pour into bags. Baskets were left at the reception. It was implied that the small basket was 3 kg, but the guide said that they close their eyes even if 5, I had almost 6, they did not weigh me. Some were weighed. The basket should be either in a bag or rewound with tape, cord. Some were cunning and then put them back in the basket, but on landing they were still forced to pour into bags.
