If you need only incoming SMS, you need to check that all services of Zabugorishte are disabled, etc. In the settings, turn on the SIM card, turn off cellular data. Then, when you turn on the SIM card, incoming SMS is free, there is no mobile Internet. Without the connected Zabugorishte Internet, calls and outgoing SMS at increased rates - should not be used. If it does not turn on - write to MTS under wi-fi, maybe you have Roaming blocked.
