I did not find an answer about Koh Samui (Phuket is, BPC is). Please share what car rental options are available with cards of Russian banks or in cash.

Cash in baht any office at Samui airport.. but something they all have booking on the site does not work, so only after the fact of those cars that will be (if there are).. or try to write to them on the general mail and arrange a reservation. Or look for a car rental on the Facebook marketplace and agree (only almost all cars without leaving the island will be and not all have 1st class insurance .. insurance can be negotiated to buy more, if it is of the 2nd class, as well as to agree on departure)

With batts you can, without a card, on the security of a passport or money. I can't tell you a specific company.
