I was doing in a Bangkok bank near Nathon pier. Only with a resident certificate and passport (RF). Opened without problems. The card was given immediately (not a nominal one), you can order a nominal one - waiting two weeks (additional 400 baht). You can link two cards to a bank account. Choose from Union Pay or master card. Need a local mobile number. They also ask: where do you work in Russia, employer's address, home address, how much do you earn. Then you need to activate the card by phone. They offer (read necessarily impose) three types of insurance, starting from 2500 baht. But you can say I want the cheapest one which costs 1680 baht". Yesterday I heard from a friend's lawyer on the Internet that BKK bank now opens accounts if you put a deposit for a long time... So it would be better to ask someone again, so as not to roll off idly.
