Who has union pay of Russian banks? from which banks do they work normally here? And where it is possible to issue completely remotely, or where it is possible to issue by proxy for a person.

RSHB operates two ATMs in Phuket. I think they will be here, I haven't filmed it yet.

Before departure, we made a RSHB card - it works here at 7/11 without problems, it was not possible to withdraw from one ATM (I don't remember the color), we will try again in the rest. Personal presence is mandatory at the opening, we opened 3 working days.
