How is the certificate of validity done in Thailand? Should I go to the immigration service or can the hotel do it?

In immigration, the hotel can make you a registration form tm30 - you can contact immigration with it to get a certificate. On Phangan it costs 1500batt, they do it on the same day, on Koh Samui it seems to be free, but they give it away on the next day. You need a photo as a passport.
