You can sell alcohol from 11 to 13, then from 17 to 22 like. But it doesn't matter, in Koh Samui, unlike Phuket and Bangkok, this is not observed, they sell around the clock at 7/11 in other chain stores - not in private ones - yes.

They sell from 11 a.m. to 2 p.m., and from 5 p.m. to 00 p.m. it seems, but alcohol can be bought at any time in small Thai family stores.
