It is written about exceeding the daily limit - either you have already withdrawn everything that you could, or even the ban on withdrawal is worth it. I also had the same when exceeding a certain amount (bank of Kazakhstan) - I went to the banking application, removed the restriction, added cash.

With any amount so swearing? Here ATMs do not give out more than 30k at a time.
