If the Tie pass was given, then everything will be fine, then they slipped through.

If there is a direct flight to Koh Samui, then there should be no problems. I had a situation I unknowingly bought tickets with a domestic flight in Thailand Kiev-Doha-Bangkok-Phuket and then found out that if I arrive in Bangkok, they won't let me go further until I sit out the quarantine. I changed tickets for Kiev-Doha-Phuket, everything went fine.
