In Bangkok Bank, when opening the card, the manager said that online payments would only work with insurance for 5,900. Tell me, is it possible to unblock payments by calling by phone? Is it just a wiring for insurance?

Nonsense. I opened for 2500(1000 per card). Online payments can be opened at the branch in a week.
