There is definitely no Koh Samui, you need to go to Bangkok or Phuket (I don't remember if it is available there). + from another country you will not be allowed to make a Schengen (in my experience), since there is no reason to be in the country. what it means: I am a tourist/student in Thailand, it does not matter, there is no justification for opening a Schengen visa from another country. what is the justification: permanent residence, citizenship. I'm not sure about the work permit.
