did someone borderline 3 times on the plane, are they afraid that they may not give a visa 3 times?

In 2019 I so borderran 5 times in a row, the last one as purely on my own. According to the law, like 2 is possible per year, so I wouldn't risk it in your place and made a visa.

Visa-free stamp? Yes. They may not deliver. They may not be allowed into the country at all.
