Can you tell me if the Bangkok airport has a Vat refund counter before or after you check in your luggage?

First you have to go to the counter before you check your luggage, they check all the papers and may check all the items (but usually they only ask for expensive ones). After check only expensive items (from 10 or 20k, I do not remember exactly), after that they give the money. Only to lay down enough time, I got to a shift change at the second stage and wasted quite a lot of time.
