I did. Come to the DLT in mo chit, give an affidavit from the embassy and your passport, a copy of international license or Russian + translation from the embassy, sign up in line (I had + 2 weeks) On the right day to come with a medical certificate, go through the instances, pass the reaction tests and the name of the traffic lights, pay 100 baht and get a license. This is with any other license with an open category A.
