If you already have rights (Russian, for example), then on their basis you can easily get Thai without a full exam. Only a physiological test (color vision + reaction speed) and an hour-long video to watch (you can online, at home and show QR in DLT after). If there is an IDP, then it is quite simple, if not, to make a certified translation of ordinary rights into English at the consular department of the Embassy of the Russian Federation and there get an affidavit for obtaining local rights (less than 2000 baht for everything) and in DLT pay about 200 baht and Thai rights for 2 years in your pocket.
