Please tell me, let's say I arrived in Tai on a tourist visa issued in the Russian Federation for 3 months, after these 3 months I can make a border or a visa for another 45 days?

Tour visa is given for 60 days, then it can be extended in Thailand for 30 days. After that you can boarder rang (leave-enter) and get a visa-free stay permit for 45 days (stamped in your passport). It is desirable to enter not at once, but with a delay of at least a day. Or better for several days. Visa early is when outside of Thailand again make a tour visa for 60 days.
