flying to Bangkok transiting through India Do I need a pcr?(I have satellite V)

We flew through Delhi. It was three hours between flights. But we didn't have transit, we had to get our luggage, then check in again. They asked to see my visa in Tashkent. In India, on arrival, they asked to see it again, they demanded a PCR. My boyfriend had a different employee, a different window, he did not ask for psr. We also read that they can ask for vaccination certificates (in gosudlugi, you can download them in English). In India, they did not let you into the airport without a ticket. It is desirable to print out. The ptsr is in English.

A visa is definitely needed, I haven't seen the ptsr requirement, but I've just started looking into it.
