Well, you made accounts on your old SIM card. In Telegram you can change your phone number. On Watsap, I don't know. They work over the Internet, not your old operator's mobile network... so there should be no bills. The only thing worth remembering is that if you are unlogged from a messenger (update or on purpose), it is likely that all sorts of things to restore you will try to send your old number (if you do not change it) or a linked email.
