The main thing here is to distinguish between the Russian license (plastic card) and the international Russian license (cardboard booklet with translation into different languages). With a regular Russian license I got a fine today that I can't drive on it.

Why is it not quoted. It was always necessary to have an MBA. And local is not necessary, especially for tourists. That's what the MWU did, which is international.
