In principle, there are no restrictions here, just like you, your half needs to get an affidavit, make a copy of the passport, translate all this into Thai and assure the Ministry of foreign affairs. Then you can submit the doc to the district office and so on.

I highly doubt that Foreigners can get married in Thailand. In Hong Kong there's an office, before covid, that marries foreign nationals, even the Brits organized it.
