There's an Uzbek restaurant on Russian Street, you can also find Russian cuisine. On Jomtien I saw mashed potatoes and cutlets. At the night market near Pattaya Park is for sure.

Royal garden plaza there was a food court with Russian cuisine on the third floor. But it's not cheap there.
