In the North, yes. Jomtien is a bit of an amateur. Don't be lazy to go to Ko Lan, the water is even cleaner. Ferry from Pattaya pier 30 baht, here-tuk to the main beaches of Samai and Thien 30-40 baht. The price is one way.
