Yes, they open it, get a resident certificate and go to the festival center on the 4th floor of Bangkok Bank, it's easiest to get a card there.

good bank krungsri bank. To open an account, it is enough: a student visa, a student card from the school (upon request at the school), a resident certificate (done in exile). Account opening 400 baht and 500 baht per account. Done in half an hour.
