No, you can't, you can still try earlier, now it's not real only by appointment.

I tried that in KZ. I was on that waiting list for a month and a half, renewed. I had to go to the RF and make a passport there. I applied for it via public services. They check up to 2 weeks, then invite me by appointment. But there is no appointment, so I went in person to the department and they signed me up for a photo and fingerprints in 2 weeks. I came, handed over the prints and a week later I was issued a passport. but I asked to speed up because, like a tour to buy, etc...
