There is an ATM on the Chalong Ring, where you can withdraw 100,000 at a time with one commission of 220 baht.

Cash advance with up does not work so only ATM max 30k baht at a time, comishka 220 baht per transaction.

I don't know about yup at the bank... but there are no commissions from visas and master cards.
