We have a Russian Standard, we have never had any problems with both withdrawal and payment in stores/cafes.

I advise to withdraw from the bank during the bank's working hours. Rosselhozbank often deducts from the account, but cash is not issued (it was with friends, then here in the chat wrote about the same problem). If some nonsense happens with the card, it is easier for bank employees to explain in the moment than to call the hotline. Tested on myself (post bank, 3 days on the hotline)
