Changmai that is closer seems to be nothing, chang rai that farther away in my there is nothing at all. From Changmai to Laos.

Of course Chiang Mai. The best city in Thailand in my humble opinion. Chiang Rai is less civilized. More provincial, if you will. CM is quite civilized, many expats from developed countries. My experience is for 4 visits, favorite place.
