No. Transfer to oneself to foreign accounts from the Russian Federation is prohibited. A close relative is allowed to transfer. They will be asked to upload a photo of the marriage or birth certificate. But! They tried to send Tinkoff twice and returned both times. The support is dumb as ever. The day before yesterday they sent in the opposite direction. It's quiet for now.
