Do I need a Thai visa? Without a return ticket, they are allowed, how much to the country? What do the DPS check when they stop?

When entering Thailand, you must have a ticket from the country, on the dates corresponding to your visa (or business stamp). That is, if you fly on a visa-free stamp for 30 days (from 01.10.2022 to 31.03.2023 - 45 days), then the return flight must be within the next month. The ticket does not have to be reverse". It can be any international flight. At least in Malaysia

If you are a citizen of the Russian Federation, then you can enter without a visa. On a visa-free stamp for 45 days. A return ticket is needed.
