Not immediately. The first rights will be issued for 2 years, then with a long visa they will be issued for 5 years, so they can be made international.

In a couple of years it's kind of like. The first rights will be issued for two years, then they will need to be changed to five-year ones, and they already comply with the norms of the Convention, respectively, are accepted by most countries, the Russian Federation including, I have a comrade deprived in the Russian Federation, I traveled there in Thai) And for countries that have not accepted the convention, along with five-year rights, it will be possible to get a certified translation (which for some reason was called in the Russian Federation - I am an IDP)
