As far as I know, in BPC only, there was a delivery here due to the closure of Phuket. You can check with the Consulate General of Russia in Phuket.

Or try to call the consular section of the embassy, they answer calls before 12 o'clock on weekdays if you call.

Only BKK so far. The embassy's website details how and what to do in what cases, including how to get a passport not to go to Bangkok for a new one.

The easiest thing is to write to the consular department by e-mail. I've never had a response.
