You can, I know personally several such pedestrians). I will not say the cost in different ways: someone auto-/motostop, someone on buses, someone on a taxi, someone on their own two.. Of course, not everyone has rights, strange question.

Everything is relative. A bunch of people drive without a license; if you get caught, then the fine (about 500-1000 baht) If you drive rural roads, with full equipment, the chances of getting caught for a check are small. Or you can walk. For long distances take a taxi. Download the Indriver/grab/bolt app - the cost is quite small.
