In September I made a 5-year passport. You do not need to pay for mail in advance. I was also confused by this item with the mail. When the passport is ready, you will receive a notification from the Consulate to your e-mail - only then you need to arrange mailing on the DHL website. At the Consulate, check their contact person and the opening hours in which you can send a courier to them (write to them directly to the mail - they respond quickly).

You need to clarify at the consulate whether they can deliver a cheaper kerry type by other mail.
