How do you even imagine that? =) You can shoot without a local commission in the same place where they shoot from Tinkoff. But the fact is that Sber and others probably have their own commissions for withdrawing cash from other people's ATMs. This issue should be clarified in the support of the bank. If there is no commission for withdrawing from other people's ATMs / cash advance, but the place of withdrawal does not matter (we use the same points as Tinkoff)
