Do not worry, this will be the most profitable rate, what is the difference from the fact that you will know it in advance. Take the exchange rate of the central bank ruble to the dollar and the dollar to the baht and that's roughly how it will come out.

Do not understand. If you only look at the exchange rate of the dollar in your bank (where the Russian card is), look at the exchange rate of the payment system (in your case unionpay) and the exchange rate of the Thai bank whose ATM you want to use. Based on these numbers, you can somehow try to understand what the result will be. But it's not a given that it will help.

With unionpay it seems that there is no cash advance anywhere in advance - it will not work.
