There is no single world rule/law on banking and comits. Each specific bundle BANK (Holder) - Payment system (Visa / Master) + Conversion rate - BANK / ATM (Issuing) is subject to a separate calculation of specific figures. And the fact that Bank1 alone says to the hamster: - We have all operations without commission! It is far from a fact that this bank will be more profitable than Bank2 which has a commission. For BANK1 converted the hamster's currency at such a rate that it covered all the communists of payment systems and more, and earned. Visa and Mastercard are third-party commercial organizations that charge about 2% for each transaction, and then: the bank either honestly tells the user about it, or lies hiding this commo in the conversion rate, simultaneously also earning on the slogan - NO COMMISSIONS!
