Is it possible to apply and obtain a visa in Penang on the same day? I don't want to sit there for the weekend.

In fact you can. But not always =) Personally, I once showed the General Declaration for a flight on this day in the evening, flight licenses and said that if I do not cure now - then the next corridor of the Department of Civil Aviation will give me in a month, because the Thais brake in this regard. And I was given a visa on the same day.
