If a person has been ill and then made one dose of the vaccine - then it will be enough. In the implementations of the Russian Federation, records of the transferred disease and vaccination must be on the State Services - in one certificate. If you just got sick , then to enter Thailand you need to do PCR, as unvaccinated.
