What is the best way to fly on a tourist for 30 days or to apply for a TR visa?

Of course it is easier to fly by stamp and renew later. Now the extension is put until July 25. Perhaps they will continue to extend. You can wait a couple of weeks - make sure and fly. The tour visa is done in vfs, I won't say it's wild hemorrhoids, but some body movements will be required.
