where in Phuket to pump up the wheels on the bike? In workshops, parking lots or where? And how much does such a service cost on average?

At any major gas station there is free swap for the wheels - the most important thing is to find out the recommended pressure for your bike (on each bike it is different), usually indicated on the sticker under the seat (in the toilet), unless it is torn off of course.
